Job Description

SUMMARY

Develop and maintain high quality petrochemical/refinery industry client relations through sales, project management and personnel management. Ensure that air quality projects are completed correctly, on time and budget.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Monitor, verify, and ensure the technical accuracy and quality of project related work.

2. Guide staff in manner that allows for efficient progress and timely completion of consulting projects within the established budget.

3. Coordinate efforts of project team to ensure timely completion of project, invoicing review, and maintaining project budgets.

4. Maintain business development relationships through sales calls and professional networking.

5. Promote client stewardship by being attentive to the needs of existing clients and by encouraging consultant staff to look for business opportunities with clients.

6. Manage preparation of air permit application packages and associated regulatory agency communications.

7. Conduct detailed engineering design reviews to ensure that new equipment is designed and installed according to permit requirements.

8. Proficient in the following environmental consulting skills, primarily focused on the petrochemical/refinery industries:

  • NSR, Title V and PSD air quality permitting;
  • State and federal regulatory applicability determinations, specifically refinery MACT rules, gasoline distribution rules, MON;
  • Emissions quantification; and
  • Compliance program implementation.

9. Storage Tank Air Compliance and Emission Quantification

  • Provide compliance support for fixed and floating roof storage tanks with a variety of federal and state requirements, including the new source performance standards (NSPS) contained in 40 CFR 60, subpart K (NSPS K), NSPS Ka, NSPS Kb; the National Emissions Standards for Hazardous Air Pollutants (NESHAP) for petroleum refineries contained in 40 CFR 63, subpart CC; the benzene waste operations NESHAP (BWON) contained in 40 CFR 61, subpart FF; and Colorado Regulation No. 7.
  • Provide compliance task support for applicable federal and state rules, including preparation of notifications, managing completion of required inspections and associated repairs, review of maintenance and inspection procedures, and completion and management of required recordkeeping and reporting.
  • Management of emission estimation procedures and preparation of emissions estimates for routine and non-routine emissions estimates (i.e., roof landing, tank cleaning and degassing) utilizing TankESP and/or TANKS 4.09d.

10. Develop sales proposals for existing and prospective clients.

11. Monitor and evaluate employees' performance of goals and performance standards continuously.

SUPERVISORY RESPONSIBILITIES

Directly supervises 1-3 employees in Environmental Consulting. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor's degree (B. S.) in Chemical, Mechanical, Environmental/Civil Engineering, and or related Atmospheric/Environmental Science from four-year college or university; and at least two to four years related experience and/or training; or equivalent combination of education and experience. Must have regulatory, industry, and technical knowledge relating to permit applicability, emission inventories, air dispersion modeling, and federal and state permitting requirements.

Must have computer literacy, including basic programming word processing, spreadsheet skills, and knowledge of Microsoft office software package. Proficiency in EPA Tanks 4.09d and/or TankESP is preferred.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
